Summary
The decree amends the authorisation and testing rules of the information technology systems of the Electronic Healthcare Service Space (EESZT), strengthening the technical supervisory role of the Service Centre and introducing a new authorisation procedure for developers of health informatics systems. It further regulates the tasks of the operator of the EESZT in the event of data protection incidents, obliging it to cooperate with the affected healthcare providers and to issue procedural recommendations. The purpose of the amendment is to strengthen the security of healthcare data assets and the technical standard of data services.

Government Decree No. 294/2025. (IX. 25.) on the amendment of Government Decree No. 29/2022. (I. 31.) on central health informatics services
[1] The Government is committed to the secure expansion and preservation of healthcare data assets, and in furtherance of this objective, it seeks to increase the effectiveness of inspections relating to institutional information technology systems used for connecting to the Electronic Healthcare Service Space, to enforce high-level professional and data security requirements on the developers of such systems, to strengthen the supervisory role of the body conducting technical testing, and to ensure the continuous appropriate technical standard of data services.
[2] The Government, acting on the basis of the authorisation granted in Section 38(3c) of Act XLVII of 1997 on the Processing and Protection of Health and Related Personal Data,
and with respect to Section 2, acting within its original legislative competence as defined in Article 15(3) of the Fundamental Law, in the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:
Section 1. Section 2 of Government Decree No. 29/2022. (I. 31.) on central health informatics services [hereinafter: Government Decree No. 29/2022. (I. 31.)] shall be supplemented with the following Subsection (1d):…
