Summary
The Minister of Interior's Decree No. 41/2025. (IX. 29.) BM contains the simultaneous amendment of several ministerial decrees on healthcare subjects, which concern the regulatory framework of the healthcare provision system. The amendments extend to the clarification of the placing on the market of in vitro diagnostic medical devices, the determination of the range of medicinal products that may be prescribed by a general practitioner, as well as the recording of the date of prescription of medical aids in order to reduce fictitious prescriptions. The decree was issued by the Minister of Interior in his healthcare remit, on the basis of several statutory authorisations, and in part in agreement with the Minister for the National Economy.

Decree No. 41/2025. (IX. 29.) BM of the Minister of the Interior on the Amendment of Certain Ministerial Decrees on Healthcare Matters
[1] The Government is committed to improving the health status of the Hungarian population, a goal it seeks to achieve through the continuous improvement of the efficiency of healthcare services and the healthcare system.
[2] The purpose of the amendments is to update the regulatory framework governing the conditions of the healthcare system.
[3] In order to achieve the above objective, it is necessary, inter alia, to clarify the conditions for the lawful placing on the market of in vitro diagnostic medical devices, to define the range of medicinal products that may be prescribed by a general practitioner in the interest of full regulatory clarity, and to ensure the precise recording of the date of prescription of medical aids in order to reduce fictitious prescriptions.
[4] Acting on the basis of the authorisation granted under Section 34(4)(a)(ah) of Act XXV of 2000 on Chemical Safety, within the scope of my duties as defined in Point 26 of Section 66(1) of Government Decree No. 182/2022. (V. 24.) on the Tasks and Powers of Members of the Government,
