Summary
The decree regulates the financing of the high-security psychiatric wards of the Gyula Nyírő National Psychiatric and Addictology Institute from the Health Insurance Fund, placing the provision of care within a systematic framework following a concluded Pilot programme. Government Decrees
Government Decree No. 311/2025. (X. 14.) on the amendment of Government Decree No. 43/1999. (III. 3.) on the detailed rules for the financing of healthcare services from the Health Insurance Fund
[1] The purpose of the amendment is to establish the systematic financing of care following the closure of the Pilot programme for the high-security psychiatric ward.
[2] The Government, acting on the basis of the authorisation granted in Section 83(2)(a) of Act LXXXIII of 1997 on the services of compulsory health insurance, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:
Section 1. The Government Decree No. 43/1999. (III. 3.) on the detailed rules for the financing of healthcare services from the Health Insurance Fund (hereinafter: Decree) shall be supplemented with the following Section 36/D:
"Section 36/D (1) The Nyírő Gyula National Institute of Psychiatry and Addictology shall receive a fixed monthly remuneration of HUF 45,451,884 for services provided in its high-security psychiatric organisational units, which shall be disbursed monthly by the financing body.
(2) The Nyírő Gyula National Institute of Psychiatry and Addictology shall submit a monthly report to the financing body on active inpatient specialist care cases provided in its high-security psychiatric organisational units, in the manner regulated by this Decree and with the prescribed data content.…
