Summary
Government Decree No. 313/2025. (X. 17.) increases the cost reimbursement support for the travel of children with special educational needs to developmental institutions by amending the implementing decree on compulsory health insurance. The amount of the support shall increase to 45 forints per kilometre from 1 January 2026, and subsequently to 65 forints per kilometre from 1 January 2027. The purpose of the amendment is to promote equal opportunities and to ensure equal access to developmental sessions by reducing the financial burdens on families with children.

Government Decree No. 313/2025. (X. 17.) on the amendment of Government Decree No. 217/1997. (XII. 1.) on the implementation of Act LXXXIII of 1997 on the benefits of compulsory health insurance
[1] A priority government objective is the support of families raising children; therefore, in order to promote equal access to institutions providing developmental services, it is justified to provide a higher amount of support for travel to developmental institutions.
[2] Regular access of children with special educational needs to developmental sessions is of fundamental importance for their successful development and social integration. Certain services are only available in more distant settlements; however, travel represents a recurring and, due to the necessity of an accompanying person, increased cost for families. Ensuring a higher amount of travel cost reimbursement promotes equal opportunities, reduces the financial burden on families, and contributes in the long term to the independent and full social participation of children.
[3] The present amendment contributes to the achievement of the above objectives through the amendments necessary for increasing the travel cost reimbursement support.…
