Summary
The decree regulates the framework for the performance of public duties aimed at improving the housing situation of persons living in disadvantaged settlements, within which framework the minister responsible for social inclusion utilises real properties offered free of charge by civil organisations in the form of a housing scheme promoting integration and social mobility. The MR Közösségi Lakásalap Közhasznú Nonprofit Kft. may be involved as a contributor in the performance of the public duty, with which the minister may conclude a public service contract. The regulation provides a contractual framework for the performance of the duty, of a duration of at least one year and at most three years, in accordance with European Union state aid rules.

III. Government Decrees
Government Decree No. 319/2025. (X. 20.) on the housing of persons living in disadvantaged settlements to support integration and social mobility
[1] The Government is committed to the cause of social inclusion and actively supports efforts aimed at improving the living conditions of families in difficult circumstances.
[2] The Government cooperates with civil society organisations present on the ground in the most disadvantaged settlements in order to improve the quality of life of those living there.
[3] The Government considers the support of housing for persons living in the most disadvantaged settlements that promotes integration and social mobility to be a priority of the highest order.
[4] In view of the foregoing, the Government, acting in its original legislative competence as defined in Article 15(3) of the Fundamental Law, within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:
