Summary
Decree No. 327/2025. (X. 27.) of the Government declares the gigabit-capable wired and mobile broadband network development investments implemented within the framework of the Gigabit Hungary Programme to be matters of outstanding importance from a national economic perspective. The amendment supplements Decree No. 484/2017. (XII. 28.) of the Government with a new section, which extends the priority procedural status to development projects established on the basis of DIMOP Plus calls for applications issued by the Ministry of Energy. The new provisions shall also be applied in administrative authority proceedings already in progress at the time of entry into force.

III. Government Decrees
Government Decree No. 327/2025. (X. 27.) on the amendment of Government Decree No. 484/2017. (XII. 28.) on the declaration of administrative authority cases related to the implementation of high-speed mobile telecommunications network development investments as cases of outstanding importance from a national economic perspective
[1] There is an exceptionally important public interest attached to the implementation of the Gigabit Hungary Programme, i.e. the very high capacity network infrastructure development programme. In line with the objectives set out in the European Union's Digital Decade programme, the programme aims to ensure that gigabit-capable internet connectivity is available everywhere for the population and for the private and public sectors by 2030.
[2] In view of the optical network developments, it is necessary for the Government to support the smooth and high-quality implementation of investments realised through the Gigabit Hungary Programme.
[3] High-speed mobile telecommunications network development investments are aimed at the realisation of linear structures serving public purposes; therefore, the purpose of the decree is to declare them priority investments.
[4] The Government, acting on the basis of the authorisation granted in points a), b) and d) of Section 225(2) of Act C of 2023 on Hungarian Architecture, acting within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:…
