Summary
The government decree concerns the promulgation of Annex I to the international convention against doping in sport, namely the 2026 Prohibited List, which, within the framework of the World Anti-Doping Code, defines the substances and methods prohibited both in and out of competition. The decree assigns the implementation and the publication of the consolidated text to the competence of the minister responsible for sports policy; the provisions of the Prohibited List enter into force on 1 January 2026. At the same time, it repeals the earlier Government Decree No. 380/2024, by which a previous amendment to Annex I of the Convention had been promulgated.

III. Government Decrees
Government Decree No. 387/2025. (XII. 10.) on the promulgation of the amendment to Annex I of the International Convention against Doping in Sport
[1] The decree contributes to the fulfilment of the assumed international anti-doping obligations, as well as to the preservation of the integrity of sport and the strengthening of the principle of competition in accordance with fair play.
1. § The Government hereby authorises, by means of this decree, the recognition of the binding force of the amendment to Annex I of the International Convention against Doping in Sport (hereinafter: Convention), promulgated by Government Decree No. 99/2007. (V. 8.) on the promulgation of the International Convention against Doping in Sport.
2. § The Government hereby promulgates, by means of this decree, the amendment to Annex I of the Convention.
3. § (1) The official Hungarian translation of the amendment to Annex I of the Convention is contained in Annex 1.
(2) The authentic English text of the amendment to Annex I of the Convention is contained in Annex 2.
4. § (1) This decree — with the exception provided for in paragraph (2) — shall enter into force on the day following its promulgation.
(2) Section 2, Section 3 and Section 6, as well as Annex 1 and Annex 2 shall enter into force on 1 January 2026.
(3) The minister responsible for sports policy shall ensure the publication of the authentic consolidated text of the Convention incorporating the amendments and its official Hungarian translation.…
