Summary
Government Decree No. 394/2025. (XII. 11.) amends numerous government decrees in connection with the establishment of the central budget of Hungary for the year 2026, affecting the operational rules of public finances, the international standards of internal audit, the implementation of anti-discrimination provisions in public education, as well as the terminology applicable to ecclesiastical institutions. The purpose of the amendments is furthermore the development of the electronic data-reporting system of the Hungarian State Treasury with a view to reducing administrative burdens, as well as ensuring legislative coherence with the relevant budget and public finance Acts.

III. Government Decrees
Government Decree No. 394/2025. (XII. 11.) on the amendment of certain government decrees in connection with the establishment of the central budget of Hungary for 2026
[1] The government decree proposes the transposition at government decree level of the rules affecting the operation of public finances, as contained in Act LI of 2025 on the establishment of the central budget of Hungary for 2026.
[2] The purpose of the decree is to give legislative effect to and introduce the new Global Internal Audit Standards issued by the Institute of Internal Auditors, applicable at international level.
[3] The purpose of the decree is to establish the rules ensuring the implementation of the Act on anti-discrimination measures applicable in the field of public education.
[4] The Government assumes a prominent role in ensuring that disadvantaged and multiply disadvantaged pupils are not subjected to discrimination in the field of public education either.
[5] The purpose of the decree is to create the possibility, in the interest of reducing administrative burdens, for the automatic completion of a portion of the data submissions of the electronic data-reporting system operated by the Hungarian State Treasury. In addition, it aims to establish regulatory coherence with Act LXIX of 2025 on the central budget of Hungary for 2026 and with other acts concerning public finances.…
