III. Government Decrees

Government Decree No. 411/2025. (XII. 22.) on the operation of standby filling stations

[1] This decree contains detailed rules on the continuous supply security of petroleum and petroleum products for users ensuring the operation of the country, as well as on standby filling stations.

[2] The Government, acting on the basis of the authorisation granted in Section 49(1) points a)-b) and d) of Act XXIII of 2013 on the security stockpiling of imported petroleum and petroleum products, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:

Section 1. For the purposes of this decree, uninterrupted operation means an operational state during which the electricity supply of the standby filling station is maintained continuously, even in the event of planned or unplanned occurrences — including equipment failure, network disruption, maintenance, or operational fault.

Section 2. During the period in which the use of standby filling stations has been ordered, the fuel distributor having a contract with a standby filling station may not refuse to service it.
