Summary

The decree contains two main measures: on the one hand, it extends the exemption of media service providers from the payment of media service fees during the state of danger, extending it to the first and second quarters of 2026, with regard to the armed conflict in Ukraine. On the other hand, amendments are made to government decrees on consumer protection matters, the purpose of which is to ensure a higher level of consumer protection and to reduce the administrative burdens on undertakings. The provisions enter into force on 1 January 2026.

Government Decree No. 414/2025. (XII. 23.) of the Government

on the amendment of Government Decree No. 544/2022. (XII. 22.) on the derogatory application, during a state of danger, of the rules on media service fee payment obligations under Act CLXXXV of 2010 on media services and mass communication

[1] In view of the armed conflict and humanitarian catastrophe on the territory of Ukraine, the broadest possible public information of society is a matter of paramount importance. The exemption from fee payment obligations granted to service providers for a definite period of time facilitates the enforcement of this interest.

[2] Acting in its original legislative competence as defined in Article 53(1) of the Fundamental Law, having regard to Sections 80 and 81 of Act XCIII of 2021 on the coordination of defence and security activities, and acting within the scope of its duties as defined in Article 15(1) of the Fundamental Law, the Government hereby decrees as follows:…
