Summary
The decree of the Minister of the Interior regulates the material conditions of personal hygiene of children placed in child welfare and child protection institutions, as well as of juveniles raised in reformatory institutions. The amendment establishes a mandatory minimum with regard to the support to be allocated for expenditures related to personal hygiene, the amount of which shall be at least 60,000 forints per person cared for per year. The decree enters into force on 1 January 2026.

Decree No. 55/2025. (XII. 30.) BM of the Minister of the Interior on the amendment of Government Decree No. 15/1998. (IV. 30.) NM on the professional tasks and conditions of operation of child welfare and child protection institutions and persons providing personal care, and of Ministerial Decree No. 1/2015. (I. 14.) EMMI on the rules of procedure of reformatory institutions
[1] The objective sought to be achieved by the amendment is that children receiving residential care and juveniles raised in reformatory institutions receive care appropriate to their age and care needs, in order to fully ensure their physical, intellectual and emotional development, including by establishing the minimum amount of the support to be allocated for expenditure related to personal hygiene.
