Summary
The decree clarifies the net metering rules applicable to household-scale small power plants (typically solar panel systems) in favour of those operators whose power plants were unable to feed electricity into the public network due to the locking of the distribution network in effect from 31 October 2022. In the case of the affected small power plants, the starting date of the 10-year period entitling the operator to net metering shall be determined not by the date of commissioning but by the date of the notification concerning the lifting of the network lock. The amendment shall also apply with retroactive effect to cases in which the network licence holder has already issued the notification at an earlier date.

Government Decree No. 54/2025. (III. 26.) on the amendment of Government Decree No. 112/2023. (III. 31.) on the rules for the implementation of Government Decree No. 413/2022. (X. 26.) on matters relating to the feed-in of household-scale small power plants into the public utility network during a state of emergency
[1] The locking of the distribution network circuits in effect from 31 October 2022 adversely affected the operators of household-scale small power plants entitled to net metering settlement, which were subject to a prohibition on feed-in into the public utility network at the time of their commissioning. In the case of such household-scale small power plants, it is justified that the starting date of the period entitling to net metering settlement be determined as the date of the lifting of the lock.
[2] Acting in its original legislative authority as defined in Article 53(1) of the Fundamental Law, having regard to Sections 80 and 81 of Act XCIII of 2021 on the Coordination of Defence and Security Activities, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby orders the following:
