Summary
The decree determines the valorisation multipliers necessary for the calculation of old-age pension benefits to be established in 2025, which adjust the earnings of previous years to the current earnings level. III. Government Decrees
Government Decree No. 59/2025. (III. 31.) on the amendment of Government Decree No. 168/1997. (X. 6.) on the implementation of Act LXXXI of 1997 on social security pension benefits
[1] For the calculation of the monthly average earnings forming the basis of the old-age pension, the Government is required to determine, by decree in March of each year, the valorisation multipliers based on the net average earnings growth data published by the Central Statistical Office. The purpose of valorisation is to adjust the earnings of the second year preceding retirement and earlier years to the earnings level of the year preceding retirement.
[2] The government decree establishes the valorisation multipliers to be applied in the case of pension benefits determined from a starting date in 2025.
[3] Acting on the basis of the authorisation granted in Section 101(1)(a) of Act LXXXI of 1997 on social security pension benefits, and within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby decrees the following:
Section 1. Annex No. 2 of Government Decree No. 168/1997. (X. 6.) on the implementation of Act LXXXI of 1997 on social security pension benefits shall be replaced by Annex 1 hereto.
Section 2. This decree shall enter into force on the third day following its promulgation.
