Summary

The decree provides for the transfer of the tasks of Nemzeti Dialízis Központ Kft. and its wholly-owned subsidiary Dialízis Ingatlanhasznosító Kft. to a central budgetary organ, within the framework of which the newly established budgetary organ named Nemzeti Dialízis Központ shall be created on 1 June 2025, while the business associations shall cease to exist on 30 June 2025. In the handover and takeover process, the National Directorate-General of Hospitals shall act as the receiving party responsible with regard to movable property elements, while MNV Zrt. shall act as the receiving party responsible with regard to real properties. The purpose of the regulation is the more efficient operation of the healthcare provision system, the reduction of waiting lists, and the maintenance of the liquidity of healthcare service providers.

III. Government Decrees

Government Decree No. 66/2025. (IV. 4.) on the tasks related to the establishment of the National Dialysis Centre and other financing measures supporting healthcare providers

[1] The Government of Hungary is committed to the more efficient performance of public duties, the development of an institutional structure operating in the interest of citizens, and the strengthening of transparency. In order to achieve these objectives, it is necessary for the National Dialysis Centre Limited Liability Company, as well as the Dialysis Real Estate Utilisation Limited Liability Company owned by it, to continue their activities as budgetary organs, thereby promoting the improvement of the quality of public services and the more effective enforcement of national interests.

[2] The Government's objective is to ensure the highest possible level of healthcare for the Hungarian people and the most balanced operation of healthcare provision; within this framework, a priority objective is the reduction and elimination of waiting lists, and a further objective is to ensure the maintenance of the liquidity of healthcare providers; in order to achieve these objectives, additional resources shall be incorporated into the systemic financing.…
