Summary
The government decree amends the rules governing the use of Union development appropriations, as well as the implementing rules of the cross-border Interreg programmes of the 2021–2027 programming period. It clarifies the decision-making competences relating to the use of appropriations, introduces the concept of conflict of interest based on Union law, and extends the conflict of interest tasks of the Internal Audit and Integrity Directorate to Interreg programmes. Furthermore, it stipulates that domestic partners qualifying as small and medium-sized enterprises participating in B-Light 2 projects shall be entitled to neither domestic co-financing nor advance payment.

Government Decree No. 69/2025. (IV. 7.) Korm.
on the amendment of Government Decree No. 590/2022. (XII. 28.) Korm. on the rules for the use of chapter-managed and centrally managed appropriations belonging to the EU Developments chapter, and Government Decree No. 241/2023. (VI. 20.) Korm. on the implementation of cross-border Interreg programmes in the 2021-2027 programming period
[1] A primary objective for the Government of Hungary and the domestic organisations participating in the implementation of cross-border Interreg programmes is the efficient and effective use of European Union funds, which can be achieved — among other things — by reflecting the available professional experience in the relevant legislation.
[2] A further objective is to enable the Directorate for Internal Control and Integrity to carry out its tasks related to conflicts of interest in the cross-border Interreg programmes during the 2021-2027 programming period as well.
[3] Acting on the basis of the authorisation granted under points 15a–15c of Section 109(1) of Act CXCV of 2011 on Public Finances, and within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby orders the following:
