Summary
Government Decree 72/2025 regulates the conditions for state compensation of livestock keepers affected by the foot-and-mouth disease epidemic, within the framework of emergency legislative powers. A condition for claiming compensation is that the livestock keeper undertakes an obligation to operate the holding for at least three years and to restore the original number of animals. In the event of non-fulfilment of the undertaking, 40 percent of the compensation paid must be repaid, increased by twice the central bank base rate.

III. Government Decrees
Government Decree No. 72/2025. (IV. 10.) on the provisions concerning state compensation for farmers affected by foot-and-mouth disease
[1] It is a priority objective of the Government to remove the obstacles to agricultural production and to the supply of the population with basic foodstuffs in the humanitarian-economic environment created by the Ukrainian-Russian war and the misguided Brussels sanctions introduced with reference thereto.
[2] It is a priority objective of the Government to halt the foot-and-mouth disease epidemic as soon as possible, to compensate the affected farmers and to incentivise them to endeavour to replenish the livestock they were compelled to slaughter due to foot-and-mouth disease and to continue their livestock-keeping activities at a standard preceding the infection.
[3] To this end, the Government undertakes to make provisions for support to be granted to farmers affected by the epidemic to cover the costs associated with the restocking of their livestock and the epidemiological development of their livestock-keeping facilities.
[4] Acting in its original legislative competence as defined in Article 53(1) of the Fundamental Law, having regard to Sections 80 and 81 of Act XCIII of 2021 on the Coordination of Defence and Security Activities, and acting within the scope of its duties as defined in Article 15(1) of the Fundamental Law, the Government hereby decrees as follows:…
