Summary

Government Decree No. 77/2025. (IV. 15.) amends the National Core Programme of Early Childhood Education with the aim of reinforcing preparation for school life, with particular regard to the targeted development of the abilities, motivation and commitment to national values of children in the senior group. Furthermore, it clarifies the financing rules of the Arany János Programmes with respect to institutions maintained by non-state entities, and amends the qualification requirements necessary for the teaching of the subject of national defence. The new core programme shall be applied for the first time in the 2025/2026 educational year, and kindergartens shall review and amend their local pedagogical programmes by 1 September 2025.

III. Government Decrees

Government Decree No. 77/2025. (IV. 15.) on the amendment of Government Decree No. 363/2012. (XII. 17.) on the National Core Programme for Pre-school Education, and certain other government decrees on public education

[1] The Government's objective is to ensure a smooth transition between pre-school and school. Pre-school education plays a prominent role in enabling children's emotional, social and intellectual capacities to develop to the level required for the commencement of school, thereby providing them with a stable foundation for future academic success.

[2] The purpose of the present regulation is to reinforce, within the framework of pre-school educational programmes, the activities and organisational matters serving preparation for school life, thereby guaranteeing that every child receives support appropriate to their abilities, while the educational processes of pre-schools continue to give priority to the individual developmental needs of children.

[3] Within this framework, this decree, by amending the National Core Programme for Pre-school Education, ensures the targeted pre-school pedagogical development of the abilities and skills necessary for children's successful academic progress, the presentation of quality and appropriate pedagogical and methodological content, support for the personality development of children in the senior pre-school age group, and the cultivation of motivation for learning and the acquisition of knowledge, as well as commitment to the values of their homeland and nation.…
