Summary
The decree amends Government Decree No. 306/2010 on the protection of air and Government Decree No. 624/2022 on the designation of bodies performing environmental protection authority tasks, primarily in order to establish conformity with the requirements of the EU directive on emission projections of air pollutants. The amendment clarifies the role of HungaroMet Nonprofit Zrt. in performing the tasks of the National Air Pollution Monitoring Network, which tasks have been transferred to this organisation as of 1 July 2024. In addition, it specifies the competences of the environmental protection authorities of the county government offices, and repeals certain outdated provisions.

III. Government Decrees
Government Decree No. 91/2025. (V. 8.) on the amendment of Government Decree No. 306/2010. (XII. 23.) on the protection of air and Government Decree No. 624/2022. (XII. 30.) on the designation of bodies performing environmental protection authority and administrative tasks
[1] The Government is committed to the continuous reduction of pollutant emissions and to the protection of ambient air.
[2] The purpose of the amendment to the decree is to bring air pollutant emission forecasts and reporting obligations into conformity with the requirements set out in European Union directives.
[3] The amendment to the decree furthermore clearly delineates the scopes of duties of the environmental protection authorities of the county government offices, given that the tasks of the National Air Pollution Monitoring Network were transferred to HungaroMet Hungarian Meteorological Service Provider Non-profit Private Limited Company as of 1 July 2024.
[4] Acting on the basis of the authorisation granted under Section 110(7) points 5 and 24, Section 110/A point a) sub-points aa) and ac), and Section 110/A point b) of Act LIII of 1995 on the General Rules of Environmental Protection, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby decrees the following:
