Summary
Government Decree No. 123/2025 introduces the Chronic Disease Management Programme, which enables adult and mixed general medical services operating within practice communities to provide protocol-based care for four priority disease groups – COPD, cardiovascular diseases, hypertension, and diabetes mellitus. Within the framework of the programme, general practitioners are entitled to monthly remuneration upon completion of a Care Plan defined per disease group, the funding for which is provided from a ring-fenced appropriation within the general medical care title group of the Health Insurance Fund. The implementation deadline of the programme is 31 July 2026, and its detailed professional and remuneration rules are set out in a notice published on the website of the National Health Insurance Fund Administration (NEAK).

III. Government Decrees
Government Decree No. 123/2025. (VI. 2.) on the amendment of Government Decree No. 43/1999. (III. 3.) on the detailed rules for the financing of healthcare services from the Health Insurance Fund
[1] An objective set out in Hungary's Recovery and Resilience Plan is to strengthen primary care and increase its resilience, to support the development of general practitioner healthcare services close to the place of residence, to ensure the effective prevention, detection and management of chronic non-communicable diseases, and to develop new services provided by practice communities.
[2] A priority area is the provision of disease prevention, risk screening, early diagnosis, and chronic disease care in the case of diseases occurring on a mass scale. The purpose of the amendment is to incentivise the professionally defined care of priority chronic diseases and the treatment of patients in accordance with protocols.
[3] Acting on the basis of the authorisation granted under Section 83(2)(a) of Act LXXXIII of 1997 on the benefits of compulsory health insurance, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby decrees the following:
