Summary
The decree provides for the dissolution of KTI Magyar Közlekedéstudományi és Logisztikai Intézet Nonprofit Kft., whose tasks shall be taken over from 1 July 2025 by a newly established budgetary body named Közlekedéstudományi Intézet. Tasks related to construction products and laboratory testing shall be transferred to Magyar Közút Nonprofit Zrt., while certain railway asset management rights and obligations shall be transferred to MÁV Pályaműködtetési Zrt. and the Ministry of Construction and Transport, respectively. The purpose of the institutional transformation is to ensure more efficient and economical operation of the transport institutional system.

Government Decree No. 136/2025. (VI. 13.) of the Government
on the takeover by a budgetary organ of the tasks performed by KTI Hungarian Institute for Transport Sciences and Logistics Nonprofit Private Limited Liability Company falling under the ownership rights exercise of the Ministry of Construction and Transport, and on the dissolution of the company, and on the settlement of procedural matters related thereto
[1] The Government's objective is the more efficient and economical operation of the transport institutional system, and to this end it is necessary to restructure the institutional system.
[2] Acting on the basis of the authorisation granted in point 40, subpoint a) of paragraph (1) of Section 109 of Act CXCV of 2011 on Public Finances, and acting within the scope of duties defined in paragraph (1) of Article 15 of the Fundamental Law, the Government hereby orders the following:
Section 1 (1) Pursuant to paragraph (1) of Section 11/A of Act CXCV of 2011 on Public Finances (hereinafter: Áht.), KTI Hungarian Institute for Transport Sciences and Logistics Nonprofit Private Limited Liability Company (registered seat: 1119 Budapest, Than Károly utca 3-5.; company registration number: 01-09-890710; tax number: 21925221-2-43; principal activity: 7210'25 Natural science and engineering research and experimental development) (hereinafter: KTI) shall be dissolved with effect from 30 June 2025.…
