III. Government Decrees

Government Decree No. 155/2025. (VI. 23.) on the Amendment of Certain Government Decrees in the Interest of Improving the Competitiveness of Hungary

[1] The purpose of this decree is to create harmony between legal regulation and practice through the deregulation of unnecessary or over-regulated legislation, in order to promote legal competitiveness domestically.

[2] In accordance with the demands for a service-oriented state and service-oriented administration, the decree provides for the review and, in numerous areas, the simplification of regulations affecting the transport and healthcare sectors, with the aim of ensuring that individual administrative licensing procedures entail as little administrative burden as possible for citizens, businesses, and the authority alike.

[3] In the field of administrative procedures relating to motor vehicles, the decree seeks to establish a legal environment that resolves the system of slow procedures caused by rigid regulation, and which primarily keeps the interests of citizens and clients in view.

[4] In the area of administrative procedures affecting the healthcare sector, it is also justified that outdated rules be replaced by new and competitive provisions, which ensure the simplification of individual healthcare licensing procedures, the reduction of the administrative burdens of healthcare service providers, as well as the reduction of bureaucratic burdens affecting the pharmaceutical sector.
