Summary

During the state of danger, local governments are enabled to conclude, with the prior consent of the Government, transactions generating operational debt with a term exceeding a calendar year for the settlement of their liabilities towards economic companies in at least minority state ownership, for example in the form of deferred payment or instalment payment agreements. The regulation, responding to the economic consequences of the Russian-Ukrainian conflict, assists local governments in cost-efficient management, and is also applicable to previously incurred, already existing liabilities. Government Decree No. 183/2025. (VII. 3.) on the derogatory application of Act CXCIV of 2011 on the Economic Stability of Hungary during a state of danger

[1] The purpose of this government decree is to enable local governments to enter into, with the prior consent of the Government, debt-generating transactions for operational purposes with a term exceeding a calendar year, for the purpose of settling liabilities owed to economic companies in which the State holds, directly or indirectly, at least a minority ownership interest.

[2] The detailed rules governing debt-generating transactions as laid down in Act CXCIV of 2011 on the Economic Stability of Hungary and in Government Decree No. 353/2011. (XII. 30.) on the detailed rules of consent to debt-generating transactions, including the criteria for the assessment of such transactions, shall also apply to the new debt-generating transactions defined by this decree.…
