Summary
Government Decree 199/2025 amends the implementing decree on compulsory health insurance in connection with the CSED Extra programme, which, from 1 July 2025, enables mothers to engage in gainful employment alongside the receipt of infant care allowance after the child reaches three months of age. The amendment simplifies the administrative procedure by providing that, when fulfilling applications relating to the suspension of the payment of infant care allowance or to a change in the amount thereof due to gainful employment, the authority may dispense with the issuance of a decision within the administrative time limit. The purpose of the regulation is to reduce bureaucratic burdens and to facilitate the return to the labour market of families raising children, in particular women.

III. Government Decrees
Government Decree No. 199/2025. (VII. 16.) on the amendment of Government Decree No. 217/1997. (XII. 1.) on the implementation of Act LXXXIII of 1997 on the benefits of compulsory health insurance
[1] The Government's objective is to support families raising children by all possible means, and to assist women raising children in accordance with their various life situations in exercising the possibility of free choice, thereby contributing to the further strengthening of the financial situation of families, as well as having a positive impact on the quality of life of families and on the employment of women.
[2] With the CSED Extra programme entering into force on 1 July 2025, the Government provides mothers with the opportunity to work alongside the infant care allowance after the child reaches three months of age, thus opening up the possibility for mothers — where their life situation permits — to return to the labour market without having to forgo the benefit.
[3] In order to achieve the above objectives, to reduce the bureaucratic burdens on the authority in this regard and to simplify the procedure, the Government, acting on the basis of the authorisation granted in point k) of subsection (2) of Section 83 of Act LXXXIII of 1997 on the benefits of compulsory health insurance, acting within the scope of duties defined in subsection (1) of Article 15 of the Fundamental Law, hereby orders the following:…
