Summary
Government Decree No. 5/2026 expands the circle of beneficiaries of the Home Support Programme, extending it to firefighters employed at municipal fire brigades, as well as to persons employed in an employment relationship by members of the National Assembly and national minority spokespersons. The amendment furthermore includes employer loans within the scope of housing loan agreements, provided that the written agreement was validly concluded by 26 January 2026, and its purpose is the purchase or construction of residential property in Hungary or the repayment of an existing loan. III. Government Decrees
Government Decree No. 5/2026. (I. 26.) on the Amendment of Government Decree No. 361/2025. (XI. 25.) on Home Support
[1] As of January 2026, the Government provides a non-repayable grant of net HUF 1 million per year to the widest range of persons employed in public service.
[2] In view of the high level of interest, the Government reopens the possibility of notification in the case of home loan agreements concluded prior to 1 January 2026, and the deadline is extended to 15 February 2026. Furthermore, the circle of eligible persons is expanded, and the possibility of availing of the Home Support programme is also extended to employer loans.
[3] The Government, acting on the basis of the authorisation granted under Point h) of Section 80 of Act CXVII of 1995 on Personal Income Tax, and acting within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby decrees the following:
Section 1. Section 1 of Government Decree No. 361/2025. (XI. 25.) on Home Support (hereinafter: Decree) is supplemented by the following Subsection (2a):
