Summary
The decree promotes the labour market integration of young adults under the age of 24 who have left child protection care, by imposing an employment obligation on state bodies and on companies limited by shares under majority state influence. It defines the circle of persons concerned, the concept of state bodies, and the rules of the mediation process, within the framework of which government offices and guardianship authorities designate the body obliged to provide employment. The legislation also amends Government Decree No. 149/1997 on guardianship authorities and child protection procedures.

Government Decree No. 31/2026. (II. 26.)
on ensuring the employment of young adults raised in the child protection system at state bodies, and on the amendment of Government Decree No. 149/1997. (IX. 10.) on guardianship authorities and on child protection and guardianship proceedings
[1] In order to promote the labour market opportunities of children and young adults living in child protection care, the state has imposed an employment obligation on state bodies and companies operating with a majority state influence.
[2] The government decree sets out the rules for the implementation of the employment obligation laid down in Act XXXI of 1997 on the Protection of Children and on Guardianship Administration.

acting on the basis of the authorisation granted in Section 162(1d) of Act XXXI of 1997 on the Protection of Children and on Guardianship Administration,
with regard to Sections 17 and 18, acting on the basis of the authorisation granted in Section 162(1), points d) and q) of Act XXXI of 1997 on the Protection of Children and on Guardianship Administration,
acting within the scope of duties defined in Article 15(1) of the Fundamental Law, hereby orders the following:
