Summary
The decree of the Minister of the Interior amends the rules on the use of appropriations managed at the chapter level of the Ministry of the Interior, with particular regard to the public service compensation that may be granted on the basis of a European Union Commission decision. The decree defines the upper limit of the aid, the duration of the entrustment, the conditions applicable to beneficiaries, as well as the rules on the repayment of overcompensation. The purpose of the provisions is to ensure that State aid granted for the provision of public services is disbursed in a transparent and controlled manner, in accordance with European Union State aid rules.

V. Decrees of the Members of the Government
Decree No. 10/2026. (III. 26.) BM of the Minister of the Interior on the amendment of Decree No. 13/2020. (V. 5.) BM on the rules for the use of chapter-managed appropriations
[1] Based on the provisions set out in Section 28(1) of Act CXCV of 2011 on Public Finances, and in Section 30 of Government Decree No. 368/2011. (XII. 31.) on the implementation of the Act on Public Finances, the purpose of this decree is to ensure the earliest possible applicability of the amended rules for the use of chapter-managed appropriations of the Ministry of the Interior and the earliest possible access to grants for those concerned.
[2] Based on the authorisation granted in Section 109(5) of Act CXCV of 2011 on Public Finances, acting within my scope of duties as defined in Sub-point 14 of Point I of Annex 1 of Government Decree No. 368/2011. (XII. 31.) on the implementation of the Act on Public Finances – in agreement with the Minister of National Economy acting within his scope of duties as defined in Point 22 of Section 103(1) of Government Decree No. 182/2022. (V. 24.) on the tasks and powers of the members of the Government – I hereby order the following:
Section 1. Subsection 5/F of Decree No. 13/2020. (V. 5.) BM on the rules for the use of chapter-managed appropriations (hereinafter: BM Decree) shall be replaced by the following subsection:…
