Summary
The decree of the Minister of the Interior amends two earlier pieces of legislation regulating the social insurance financing of specialist health care, updating the financing fee parameters for active inpatient and outpatient specialist care, with the incorporation of additional supplementary resources into the system. The amendment also affects the coding and classification rules for homogeneous disease groups, which are established in respect of curative-preventive care financed from the Health Insurance Fund. The new provisions shall be applied from the settlement of performances for the month of March 2026, and the decree shall enter into force on the first day of the month following its promulgation.

Decree No. 13/2026. (IV. 23.) BM of the Minister of the Interior on the amendment of Ministerial Decree No. 9/1993. (IV. 2.) NM on certain issues of social insurance financing of specialist health care and Ministerial Decree No. 10/2012. (II. 28.) NEFMI on the coding and classification rules of homogeneous disease groups financeable from the Health Insurance Fund on the basis of the curative-preventive care title
[1] In order to improve the financing of the healthcare system, the financing fee parameters of active inpatient specialist care and outpatient specialist care shall be amended, as a continuation of previous measures, by incorporating additional resources into the systemic financing.
[2] Acting pursuant to the authorisation granted in points k)–m) of Section 83(4) of Act LXXXIII of 1997 on the Benefits of Compulsory Health Insurance, within the scope of duties defined in point 25 of Section 66(1) of Government Decree No. 182/2022. (V. 24.) on the tasks and powers of the members of the Government,
and with regard to Subtitle 2 and Annexes 4 and 5, acting pursuant to the authorisation granted in point f) of Section 83(6) of Act LXXXIII of 1997 on the Benefits of Compulsory Health Insurance, within the scope of duties defined in point 25 of Section 66(1) of Government Decree No. 182/2022. (V. 24.) on the tasks and powers of the members of the Government, I hereby order the following:…
