Summary

The decree, in order to manage extraordinary winter weather conditions, makes it possible for state-owned firewood and other timber to be transferred free of charge to natural persons, as well as to local and national minority self-governments. The measure may be applied during the existence of the state of danger, at the latest until 15 March 2026, and the decision on the transfer shall be made by the operative staff established for the management of extraordinary winter weather conditions. The deviation from the general rules applicable to state property is made possible by the state of danger legal basis existing due to the armed conflict in Ukraine.
