Summary
Government Decree No. 362/2025 amends the earlier legislation on networks serving governmental purposes and establishes as an obligation that the electronic communications service provider serving governmental purposes shall develop and operate the infrastructure of the civilian alert system for defence and security purposes. The amendment enters into force on 1 July 2026 and incorporates the alert system into the scope of electronic communications networks serving governmental purposes. Government Decree No. 363/2025 extends the rules of use of the Széchenyi Recreation Card by providing that, in order to alleviate the burdens of inflation, the card may also be used for the purchase of cold food items until 30 April 2026.

III. I. Government Decrees
Government Decree No. 362/2025. (XI. 26.) on the amendment of Government Decree No. 346/2010. (XII. 28.) on government-purpose networks
[1] By means of this amendment, the Government establishes the rules relating to the operation of the civil alert system for defence and security purposes.
[2] Acting on the basis of the authorisation granted under Section 182(1)(d) of Act C of 2003 on Electronic Communications, and within the scope of duties defined in Article 15(1) of the Fundamental Law, the Government hereby decrees the following:
Section 1. Government Decree No. 346/2010. (XII. 28.) on government-purpose networks [hereinafter: Government Decree No. 346/2010. (XII. 28.)] is hereby amended by supplementing Section 3 with the following subsection (3):
"(3) The government-purpose electronic communications service provider shall establish, operate and maintain the infrastructure providing the functionality of the civil alert system for defence and security purposes on the side of the central body of defence and security administration."
Section 2. Annex 1 of Government Decree No. 346/2010. (XII. 28.) is amended in accordance with Annex 1 hereto.
Section 3. This Decree shall enter into force on 1 July 2026.
